Henry Ruggs was traveling 156 MPH seconds before the fatal crash, slamming into the back of the Toyota at 127 MPH, with a blood alcohol level twice the legal limit, killing a 23-year-old woman, officials say.
Ruggs appeared in court this morning for the first time … and had a gash on his face and was in a neck brace.
Cops say Ruggs — who appeared to be impaired at the scene — refused to participate in field sobriety tests before he was transported to the hospital.
Police also say they located a gun in Ruggs’ Corvette.
Of course, HR was admitted to the hospital after cops say he crashed his Corvette into a Toyota in Las Vegas at around 3:40 a.m. on Tuesday morning … and police called his injuries “serious” in documents.
Ruggs, though, was ultimately released from the medical facility and was later taken to jail — where he took his mug shot.
Court documents show he was hit with two charges for his role in the crash … DUI resulting in substantial bodily harm and reckless driving.
He showed up to court for a hearing in the case on Wednesday while still in his neck brace.
